Agriculture And Rural Development Project 1 At the national level, the project will help to build capacity within the MAFRD to implement selected measures of its ARDP
The Cooperation with the MAFRD is part of the Second Component of the ARDP (sub-component b)
In this regard, the Institutional Capacity Building support goes to A: Agriculture Development Agency http://azhb.rks-gov.net/. The ADA administers the RDGP; and is already administering the MAFRD’s grant program and is expected to handle future donor funded grant programs and eventually grant funds under IPARD.
Project support is financing the hiring of local consultants at local civil service salary levels for key positions in ADA, for future absorption as civil servants within this entity. The key positions financed under the project are: - Applications’ Evaluation and Approval expert (1 position) - Payment Authorization Expert (1 position) - IT expert (2 positions) - Inspectors Coordinator (1 position) - Inspectors ( 13 positions) The local consultants are being trained and provided with relevant operating costs in the execution of their responsibilities B: Managing Authority http://www.mbpzhr-ks.net/?id=4,722,0,735,a . In consultation with the public, private and donor partners, the MA is responsible in drafting the RDGP for 2014 – 2020 as well as the annual program to be implemented by the MAFRD. In the annual program are incorporated all the details of the measures which have been defined to be of highest priority for the sector to be implemented.

- Environment and zones Chief of Division (1 position) Under the component 3 of the Project, the MA is being supported with a PR and Communication Consultant regarding the local and nation-wide public information campaign in informing the farming and agro processing community about the benefits of the project and the opportunities for investments under RDGP Call for Applications. The RAS manages and supervises all activities of the rural advisors in the Municipal level based on Memorandums of Understanding signed between MAFRD and the relevant municipalities.
Project support to the RAS is financing (i) training under RAS contracts; (ii) small pieces of equipment considered essential to the functioning of an effective advisory service; and (iii) financial support to the travel and subsistence budgets of municipal advisors to enable staff to undertake field visits as necessary in the implementation of advisory service contracts.
The project finances the hiring of a local consultant named RAS Coordinator who is responsible for the flow and quality of information generated by the RAS contracts for the purposes of both the MAFRD policy formulation and fulfilling the agreed Project Results Framework and Monitoring. RAS contracts include: - Training of Potential Applicants for Applying to Grant Programs - Training of Trainers - Training to Improve Effectiveness of Extension Staff 2 Under Component 2 of the Project: Enhancing Investments to Promote Sustainable Rural Development, Subcomponent: Rural Development Grant Program (RDGP); at the local Level, the project will support farm operators as well as commercial and semi – commercial agro – processing enterprises in Kosovo. Through the provision of rural advisory services and rural development grants, the project will seek to promote growth and competitiveness in Kosovo’s agricultural sector, thereby stimulating improved productivity, incomes and quality of life within rural communities. - Fulfilling the gaps of financial portfolio of the MAFRD, for the year 2012 Program, some 300 Beneficiaries, out of 1400 applicants, were directly supported under the Grant Scheme. These Beneficiaries belonged to the different sub-measures of Measure 2 and covered a total budget of Euro 3,000,000.00 - For the Year 2013 Program, some 70 beneficiaries, out of 3000 applicants, under Measure 2 were supported with 50 % of the awarded grant budget for a total of Euro 1,598,568.62. - For the Year 2013 Program, 28 beneficiaries, out of 150 applicants, under Measure 4 were supported with 50 % of the awarded grant budget for a total of Euro 1,817,913.69 The applicants are selected, awarded, controlled and financially approved by the Agriculture Development Agency.
